PUBLICATION ETHICS, ACADEMIC INTEGRITY, AND DISCLAIMER OF LIABILITY REGULATIONS OF THE HUE JOURNAL OF ECONOMICS AND MANAGEMENT (HJEM)

PART I. GENERAL PROVISIONS
Article 1. Scope and Applicability
These regulations establish the fundamental principles, scholarly standards and ethical requirements governing publication ethics and academic integrity in the submission, peer review, editing, and publication of manuscripts and articles in the Hue Journal of Economics and Management (HJEM).
Article 2. Applicability
These regulations apply to all parties involved in the scholarly publication process of HJEM, including:
1. Authors and co-authors of manuscripts submitted to or published in the Journal;
2. Members of the Editorial Board, Editor-in-Chief, Managing Editors, Editorial Secretaries and other personnel involved in the receipt, editorial processing, and production of manuscripts;
3. Scholars and subject-matter experts participating in the peer-review process;
4. Other individuals and entities associated with the Journal’s publication activities.
Article 3. Objectives
The objectives of these regulations are to:
1. Establish and uphold rigorous standards of publication ethics and academic integrity in all editorial and publication activities of the Journal;
2. Ensure honesty, transparency, objectivity and accountability in scholarly communication;
3. Prevent, identify address acts of research and publication misconduct and other ethical violations;
4. Enhance the academic reputation, quality, and reliability of the articles published in the Journal;
5. Ensure alignment with international best practices and scientific publishing conventions.

Article 4. Implementation principles
The implementation of publication ethics and academic integrity standards in the Journal’s activities shall be guided by the following principles:
1. Honesty, accuracy, and transparency in research reporting;
2. Objectivity, fairness, and editorial independence in evaluation and decision-making processes;
3. Respect for authorship rights, intellectual property rights, and established academic standards for citation and source attribution;
4. Transparent disclosure and proper management of potential conflicts of interest among all participating parties;
5. Confidentiality of manuscripts and the integrity of the peer-review process, except where disclosure is legally mandated;
6. Compliance with applicable national laws, ethical codes, and international standards and practices in scholarly publishing.

PART II. PUBLICATION ETHICS AND ACADEMIC INTEGRITY
Article 5. Research and publication misconduct
1. Research and publication misconduct within the Journal includes, but is not limited to, the following forms of misconduct:
a) Plagiarism, self-plagiarism, and violations of citation and source-attribution requirements;
b) Fabrication, falsification, deceptive manipulation, or deliberate concealment of research data and findings;
c) Duplicate or redundant publication, including the simultaneous submission of identical or substantially overlapping manuscripts to multiple journals without proper disclosure;
d) Inappropriate authorship attribution, such as gift, ghost, or guest authorship, or any arrangement that does not accurately reflect substantive intellectual contributions;
e) Non-disclosure or concealment of potential conflicts of interest;
f) Improper interference in the peer-review process, including the provision of false reviewer information or influencing evaluation objectivity;
g) Unethical use of Artificial Intelligence (AI) and supporting technologies in violation of integrity standards;
h) Any other violations of applicable laws and ethical standards in scholarly publishing.
2. Based on the nature and severity of the violation, the Journal reserves the right to demand formal explanations, request corrections, or apply sanctions including desk rejection or retraction.
Article 6. Citations and plagiarism policy
1. Authors are responsible for properly acknowledging and accurately citing all materials, data, images, theoretical frameworks, and research findings originating from third-party sources.
2. Citations and use of sources must comply with the academic standards and formatting guidelines specified in the Journal’s author guidelines.
3. The following acts constitute plagiarism: a) Verbatim or substantial copying of content without appropriate citation; b) Paraphrasing another’s work without proper attribution; c) Utilizing third-party data, images, or findings without source acknowledgment; d) Self-plagiarism, defined as the reuse of a significant portion of one’s own previously published work without clear disclosure; e) Incomplete, inaccurate, or misleading citation of the source of information.
4. The Journal uses similarity-checking software, such as Turnitin, to detect duplication and textual overlap.
5. Where potential plagiarism is detected, the Journal shall verify the extent of the overlap and may require revisions or take appropriate measures in accordance with Article 5.
Article 7. Research data integrity and management
1. Authors are responsible for the honesty, accuracy, and completeness of all data and findings presented in the manuscript.
2. Research data shall be collected, processed, and reported transparently, without fabrication, falsification or inappropriate manipulation.
3. Authors shall retain raw data for a reasonable period (typically 10 years per international standards) and provide it upon request for verification purposes.
4. Authors shall ensure verifiability and reproducibility of their research by providing sufficient information on data sources, research methods, and data-processing procedures.
5. The use of third-party data shall be lawful, respecting privacy and intellectual property rights.
6. Research involving human participants shall comply with applicable ethical guidelines (e.g., the Declaration of Helsinki), obtain mandatory informed consent, and secure necessary institutional approvals.
7. Violations regarding research data shall be handled in accordance with Article 5.
Article 8. Authorship and Intellectual property
1. Authorship shall be limited to individuals who have made substantive intellectual contributions to the research, including conceptualization, design, data collection, data analysis, or manuscript drafting or revision.
2. All listed authors shall approve the final version of the manuscript and agree to be held accountable for the work.
3. Prohibited practices include guest of gift authorship, ghost authorship, and inappropriate ordering of authors.
4. Authors shall ensure that the manuscript is an original work and does not infringe any third-party copyrights or intellectual rights.
5. Permission shall be lawfully obtained and properly acknowledged for any third-party materials used.
6. Copyright ownership of published articles shall be governed by the Journal's policies and applicable laws and regulations.
Article 9. Conflict of Interest Management
1. A conflict of interest arises when personal, financial, or professional relationships could influence the objectivity and integrity of the research or publication process.
2. Authors shall fully and transparently disclose all potential conflicts of interest at the time of submission.
3. Editorial personnel shall recuse themselves from handling manuscripts where a conflict of interest exists.
4. Peer reviewers shall decline assignments if a conflict of interest exists that compromises evaluation objectivity.
5. The Journal shall be responsible for identifying, managing, and publicly disclosing (when necessary) conflicts of interest.
Article 10. Use of Artificial Intelligence (AI)-Assisted Technologies
1. AI tools may assist in research and drafting, provided authors ensure the honesty, accuracy, and transparency of the content.
2. Authors remain fully responsible for the entire manuscript, including AI-generated sections.
3. AI tools shall not be used to fabricate data or manipulate the research process.
4. Authors shall transparently disclose the use of AI tools, specifying the tool and the nature of its application in a dedicated section.
5. AI tools do not meet authorship criteria and shall not be listed as authors or co-authors.
Article 11. Peer review
1. The Journal shall implement a double-blind peer-review process to ensure academic quality and reliability.
2. The peer-review process shall adhere to principles of objectivity, fairness, independence, and scientific evidence.
3. All manuscript details and review communications shall be treated as privileged and strictly confidential.
4. Reviewers are prohibited from using manuscript information for personal gain or disclosing it to third parties without permission.
5. Peer review shall be based solely on scholarly merit, without discrimination regarding authors' identity, gender, or nationality.
6. Any improper interference in the peer-review process is strictly prohibited.
Article 12. Corrections, errata and retractions
1. The Journal issues corrections, errata, or retractions upon identifying errors or ethical violations.
2. Corrections apply to minor typographical or technical errors.
3. Errata (or Corrigenda) apply to errors affecting scholarly content without altering the main conclusions.
4. Retractions are applied in cases of serious misconduct, fabricated data, or substantial plagiarism to ensure the integrity of the scientific record.
5. All such actions must be executed transparently and linked to the original article for full traceability.

PART III. RESPONSIBILITIES OF STAKEHOLDERS
Article 13. Responsibilities of Authors and Co-authors
Authors shall ensure manuscript originality, provide raw data upon request for scrutiny, disclose all conflicts of interest, and cooperate fully with the Journal regarding necessary corrections or retractions.
Article 14. Responsibilities of the Editorial Board and Editors
The Editorial Board shall manage the editorial and publication process with objectivity and fairness. They shall maintain confidentiality, select qualified reviewers, and resolve complaints or appeals independently and transparently.
Article 15. Responsibilities of Peer Reviewers
Reviewers must provide objective, evidence-based, and constructive feedback within agreed timeframes. They are required to recuse themselves from assignments involving conflicts of interest and must treat all reviewed materials as confidential privileged communications.

PART IV. DISCLAIMER OF LIABILITY AND FINAL PROVISIONS
Article 16. Disclaimer of liability
1. The scholarly content, conclusions, and opinions expressed in published articles are solely those of the individual contributors; the Journal assumes no responsibility or liability for such contents.
2. The Journal shall not liable for intellectual property infringements or copyright violations arising from the manuscript content that were not detected during processing.
3. The Journal disclaims any liability for damages or losses resulting from the use of information contained in its published articles.

Article 17. Final provisions
1. These regulations shall take effect from the day of signing and supersede all previous versions.
2. The Editor-in-Chief shall be responsible for supervising the enforcement of these standards.
