Abstract
The rearrangement of commune-level administrative units in Hue City for the 2021-2025 period marks a strategic milestone aimed at streamlining the apparatus and enhancing public management's effectiveness and efficiency. This paper analyzes the reality of the merger process from 133 units to 40 new units (21 wards and 19 communes), achieving a mechanical reduction rate of 69.92%. Based on empirical data, the study evaluates outstanding advantages in optimizing land and population resources, along with high social consensus (99.21%). However, post-merger, the city faces significant challenges such as managing 138 redundant public assets, pressure from personnel downsizing, and geographical barriers within the newly formed "super units". Accordingly, the author proposes a synchronized system of solutions for consolidating core personnel, promoting digital government, and effectively handling public assets to ensure the smooth and efficient operation of the new administrative apparatus.
