PROCEDURE OF PUBLICATION
(1) Submission and Receipt via the Online Journal System
Authors submit manuscripts through the Journal’s online submission system at: https://jem.hce.edu.vn. After completing all submission steps, the corresponding author will receive an automatic confirmation email indicating that the submission process has been successfully completed.
(2) Initial Screening of Submitted Manuscripts
Once a manuscript is recorded in the system, the Editorial Secretary and the Editorial Office will conduct a preliminary check of formatting, layout, structure, similarity, and spelling in accordance with the Journal’s regulations.
Note: For similarity checking, if the similarity index is ≤ 20%, the manuscript will be accepted for further processing; if it is > 20%, the manuscript will be returned to the author for revision.
The Editorial Office will then report to the Editor-in-Chief for content consideration and a decision on whether the manuscript proceeds to peer review.
- Case 1: Rejection before peer review
The Editor-in-Chief decides to reject the manuscript. The Editorial Office will notify the corresponding author via the online system or email. - Case 2: Acceptance for peer review
The Editor-in-Chief approves the manuscript for peer review. The Editorial Office will notify the corresponding author and provide further instructions for the review process.
(3) Peer Review Process via the Online System
The Editor-in-Chief assigns two reviewers with appropriate or closely related expertise through the journal management system.
Reviewers receive an invitation email and access the system to evaluate the manuscript based on the Journal’s criteria and regulations within a maximum of 21 days. Review outcomes include:
- Accepted without revision
- Accepted with minor revisions (no re-review required)
- Major revisions required and resubmission for further review
- Rejected
(4) Handling of Peer Review Results
After receiving reviewers’ reports, the Editorial Secretary and Editorial Office process the results as follows:
- Case 1: Both reviewers recommend acceptance
The Editorial Office notifies the author to revise the manuscript according to reviewers’ comments within 10 days and resubmit via the system. After receiving the revised manuscript, the Editorial Office reports to the Editor-in-Chief for a final decision on acceptance. - Case 2: One reviewer accepts, one rejects
The Editor-in-Chief will decide between:- Assigning a third reviewer: The final decision depends on the third review. If accepted, the manuscript proceeds; otherwise, it is rejected.
- Rejecting the manuscript: The Editorial Office informs the author, including reviewers’ comments and the Editorial Board’s decision.
- Case 3: Both reviewers reject
The Editor-in-Chief decides to reject the manuscript. The Editorial Office informs the author with reviewers’ comments and reasons for rejection.
(5) Processing of Accepted Manuscripts
Accepted manuscripts will be handled as follows:
- The Editorial Office sends an acceptance notification to the author(s) via the system. Authors receive reviewers’ comments and editorial requirements for revision.
- If the revised manuscript is not resubmitted within 10 days, the manuscript will be rejected.
- Upon receiving the revised manuscript within the deadline, the Editorial Office will recheck formatting, spelling, references, and related issues, and may request one additional round of revision within 7 days. After final revision, the manuscript is submitted to the Editor-in-Chief for final evaluation and a decision on publication.
Case 1: Accepted for publication
The Editorial Office informs the corresponding author of the issue (volume and number) in which the article will appear and the expected publication time. Notification is sent via email and the journal system.
Case 2: Not accepted for publication
If violations of copyright, research ethics, or serious content issues are identified, the manuscript will not be published. The Editorial Office will provide the author with detailed reasons and supporting evidence for clarification and coordination regarding the decision not to publish or further actions.
