About the HJEM Journal
The HUE Journal of Economics and Management (HJEM) is a peer-reviewed academic journal published by the University of Economics, Hue University. The Journal operates under the print journal license No. 568/GP-BTTTT issued on October 26th, 2015, and was assigned ISSN 2354-1350 on November 11, 2015. On September 15, 2025, the Journal was officially granted a license for both print and electronic publication (License No. 128/GP-BVHTTDL) by the Ministry of Culture, Sports and Tourism of Vietnam.
HJEM aims to disseminate high-quality scholarly research and to contribute to academic debate, evidence-based policy-making, and management practices in Vietnam and beyond. The recent expansion of the Journal’s scope and the authorization to publish articles in English represent a strategic step toward enhancing academic quality, increasing international visibility, and advancing integration into the global scholarly community.
The Journal serves as an academic platform for original research articles, review papers, and policy-oriented studies authored by researchers, lecturers, students, policy makers, and practitioners from Vietnam and other countries. Manuscripts submitted to HJEM are expected to demonstrate originality, theoretical contribution, methodological rigor, and practical relevance. Particular emphasis is placed on research that provides policy implications, managerial insights, and solutions to contemporary economic and governance challenges.
HJEM adopts a multidisciplinary and interdisciplinary approach within the broad fields of economics and management. Its scope includes, but is not limited to, economics, development economics, digital economy, circular economy, business administration, finance and banking, accounting and auditing, marketing, human resource management, and public administration. The Journal also prioritizes emerging research themes such as digital transformation, innovation-driven growth, productivity and competitiveness, private sector development, and the application of new technologies—including artificial intelligence and data analytics—in economic management and governance.
In line with Vietnam’s transition into a new development era characterized by rapid, inclusive, and sustainable growth, HJEM particularly encourages research related to green economy, circular economy, sustainable development, natural resource governance, climate change adaptation, and corporate social responsibility. These themes reflect both national development priorities and global sustainability agendas.
In the field of public governance, the Journal welcomes studies on administrative reform, modern public administration models, multi-level governance, digital governance, e-government and digital government, as well as institutional analysis and public policy evaluation. Comparative studies, international experiences, and empirical analyses that offer insights applicable to Vietnam and other emerging economies are especially encouraged in this HJEM.
HJEM publishes articles in both Vietnamese and English. Publishing in English enables the Journal to reach a broader international audience, attract submissions from foreign scholars, and enhance the global dissemination of research findings on economics and management in Vietnam. This bilingual publication policy also supports the Journal’s long-term objective of meeting international indexing standards, including those of Scopus.
All submissions to HJEM undergo a rigorous double-blind peer-review process to ensure academic integrity, transparency, and quality. The Journal adheres strictly to international standards of publication ethics and best practices in scholarly publishing. Through continuous improvement in editorial quality and academic standards, the Journal of Economics and Management is committed to becoming a reputable regional journal and a meaningful contributor to global academic discourse in economics and management.
